Who regulates oil and gas activity in Alberta?

Several government departments and agencies are involved in the regulation of the oil and gas industry. The type of information you are looking for will determine which department or agency to contact.

  • The Energy Resources Conservation Board (ERCB), an independent, quasi-judicial agency of the Government of Alberta, regulates the development of Alberta's energy resources: oil, natural gas, oil sands, coal, and pipelines. The ERCB is the contact agency for all oil and gas activity, operation, maintenance, adjudication and regulation.
  • Alberta Environment is responsible for conservation, reclamation and remediation activities on private land as well as protection of air and water quality. Alberta Environment issues approvals to construct, operate, or reclaim an industrial plant, facility or activity under the Environmental Enhancement and Protection Act (EPEA) and the the Approvals and Registrations Procedure Regulation.
  • Alberta Sustainable Resource Development is responsible for the approvals of seismic, coal and oil sands exploration activities on public land as well as the reclamation of public land.
  • The Alberta Surface Rights Board is a quasi-judicial board authorized under the Surface Rights Act to determine compensation related to energy activities.
  • The Environmental Appeals Board is an independent board that reviews objections to decisions made by Alberta Environment under the Environmental Protection and Enhancement Act, the Water Act, the Climate Change and Emissions Management Act, and Schedule 5 of the Government Organization Act. These decisions may include approvals, water licences, preliminary certificates, reclamation certificates, remediation certificates, administrative penalities, enforcement orders, and environmental protection orders.
  • The National Energy Board regulates interprovincial and international pipelines.
