On October 17, 31 members of the External Reference Group met with the Major Feasibility Study Steering Committee and contractor to meet the contractor team, learn more about the study and the issues it will be addressing, to raise questions and to provide input. Much valuable input was provided. The following is a summary of the high points of this input.

At their June 2000 meeting, the Canadian Council of Ministers of the Environment (CCME) ratified the Canada-Wide Standard (CWS) for Benzene Phase 1. Under this agreement, the CCME Ministers are committed to reducing national benzene emissions by 30% between the base year of 1995 and the year 2000. This Progress Report outlines the achievements made to date within the Province of Alberta.
In accordance with the initiatives of Phase 1 of the CWS for Benzene, the Alberta Government has focused on effecting emission reductions in the following three industrial sectors: natural gas dehydrators, petroleum refineries and chemical manufacturing plants. Initiatives to reduce emissions from these sectors have led to a 66% decrease in benzene emissions between 1995 and 1999. Overall, emissions from industry and mobile sources in Alberta have been reduced by 50% during this time period.
Changes in ambient benzene concentrations have also been noted in Alberta since the implementation of the CWS for Benzene. Three urban benzene monitoring stations at Edmonton East, Edmonton Central and Calgary Central have reported reductions of 24%, 29% and 53%, respectively, between 1995 and 2000.

A report describing the guidelines associated with Alberta's Clean Air Regulations as pertaining to fossil fuel fired thermal power generating plants in Alberta.
The chamber method for measuring NH3 and N2O emissions from soil was modified and a sampling protocol developed and tested in the field. N2O and NH3 emissions were measured using a dynamic chamber method; NH3 emissions also were measured using a static chamber method. Gas chromatography (GC) was used to determine the concentrations of N2O and NH3 in air samples from the dynamic chambers. A solution of 0.02 N H2SO4 was used as an absorbent chemical to trap NH3 emissions from the static chambers. NH4 + content was measured by Technicon.

Oil and gas flare emissions have been the subject of recent scientific investigation and public interest. Efforts to address the issue have been conducted on several fronts, including reductions in the number of flares in the province, reductions in volumes of gas flared, measurement of the types and amounts of compounds released from flares, and measurement of the environmental effects of flare emissions.
