The fundamental principle of these criteria is that the success of land reclamation is measured against the original (pre-construction) or representative (adjacent) site conditions with due consideration for construction norms at the time of development. In cases where pre-construction data are not available, the land, soil and vegetation adjacent to the site will be used as a comparison.
